Build reusable shared rich-text editor component for notes and later modules.

Parent epic: #7 Notes editor overhaul (shared rich-text component)
Design ID: 10.2

Acceptance criteria

Shared editor component lives in a core/shared location (not notes-only)
Supports create and edit modes with the ADR-chosen format
Toolbar/formatting controls work on desktop and mobile
Component is importable by notes and future modules (e.g. journal)
